English flags banned as racist

Chief Inspector of Prisons Anne Owers recommended, in a report on Wakefield prison, that tie pins depicting the St. George's flag of England should not be allowed wear by prison staff. She was concerned that the English national flag could be "misinterpreted" as a racist symbol.
